			<content:encoded><![CDATA[<p>Despite an economic downturn, Americans gave over $300 billion in 2008.  According to the Giving USA Foundation™, charitable giving was still more than 2 percent of 2008’s GDP.   We’re a nation of givers. We see a need, and we want to help. In fact, Americans gave, per capita, three and a half times as much to causes and charities as the next most generous European nation, France.  Sometimes our desire to help is taken advantage of by unscrupulous predators.</p>
<p>Just one day after the January 12, 2020 earthquakes that struck the island republic of Haiti, the FBI issued a warning to the public to beware of scammers. In the wake of the disaster, which reportedly killed and injured numbers in the hundreds of thousands, fraudsters set to work to con people into giving to fake charities.</p>
<p>On its web site (<a rel="nofollow" href="http://fbi.gov/">fbi.gov</a>), the FBI reports that the fraudulent activity is being conducted by telephone, door-to-door, on the street and on the Internet.  Even social networking sites such as Twitter and facebook are being used as tools to steal money from well-meaning donors.</p>
<p>What can you do to safely help Haitian earthquake victims or those of other disasters? Don’t ever agree on the spot to anything a stranger is asking you to do. Make sure you check out any charities you’re being asked to consider for a donation. You worked hard for your money, so don’t give it away to scammers.  You can research charities online by using sites such as Charity Navigator (<a rel="nofollow" href="http://www.charitynavigator.org">www.charitynavigator.org</a>).  No legitimate representative of a charitable organization will take issue with your wanting to take some time to learn more about his or her cause. Don’t be afraid to simply say no.</p>
<p>Bob Temme, Community Services Coordinator for the Southern Pines, NC Police Department, says that North Carolina residents should report suspected scams to the office of the North Carolina Attorney General.  You can call 1-877-5-NO-SCAM or (919) 716-6000 or visit <a rel="nofollow" href="http://www.ncdoj.gov/">http://www.ncdoj.gov</a>/ for help.  Your local law enforcement agencies are also there to assist you if you’re not sure what action you can take.</p>
<p>If you believe you have been a victim of fraud from a person or an organization soliciting relief funds on behalf of Haitian earthquake victims, the FBI requests that you contact the National Center for Disaster Fraud at (866) 720-5721. You can also fax information to (225) 334-4707 or e-mail it to <a href="mailto:disaster@leo.gov">disaster@leo.gov</a>.</p>

			<content:encoded><![CDATA[<p>Why have I received a message from the ConnectNC Mail Filter, telling me that my IP address listed on the Barracuda Reputation System as having a &#8220;poor&#8221; reputation?</p>
<p>Answer:<br />
The &#8220;poor&#8221; reputation may have been caused by one of the following reasons:<br />
<UL></p>
<li>Your email server contains a virus and has been sending out spam.</li>
<li>Your email server may be misconfigured.</li>
<li>Your PC may be infected with a virus or botnet software program.</li>
<li>Someone in your organization may have a PC infected with a virus or botnet program.</li>
<li>You may be utilizing a dynamic IP address which was previously utilized by a known spammer.</li>
<li>Another customer of your ISP/hosting provider is a spammer, or has been reported as a spammer.</li>
<li>Your marketing department may be sending out bulk emails that do not comply with the CAN-SPAM Act.</li>
<li>You may have an insecure wireless network which is allowing unknown users to use your network to send spam.</li>
<p></UL></p>
<p>Barracuda Networks is not attempting to block your individual emails in particular. The reputation system uses automated algorithms for determining its results &#8212; very similar to the anti-fraud mechanisms used for credit cards.</p>
<p>What you should do:  Contact your Hosting or Internet Service Provider to inform them of the problem.  If the IP address displayed in the message does not belong to ConnectNC, tech support will direct you to call the provider who owns that IP address, since the IP address owner will need to remedy the situation.</p>

Past tragedies and natural disasters have prompted individuals with criminal intent to solicit contributions purportedly for a charitable organization and/or a good cause.</p>
<p>Therefore, before making a donation of any kind, consumers should   adhere to certain guidelines, to include the following:</p>
<div>
<ul>
<li>Do not respond to any unsolicited (spam) incoming e-mails, including   clicking links contained within those messages.</li>
<li>Be skeptical of individuals representing themselves as surviving victims or officials asking for donations via e-mail or social networking sites.</li>
<li>Verify the legitimacy of nonprofit organizations by utilizing various Internet-based resources that may assist in confirming the group’s existence and its nonprofit status rather than following a purported link to the site.</li>
<li>Be cautious of e-mails that claim to show pictures of the disaster areas in attached files because the files may contain viruses. Only open attachments from known senders.</li>
<li>Make contributions directly to known organizations rather than relying on others to make the donation on your behalf to ensure contributions are received and used for intended purposes.</li>
<li>Do not give your personal or financial information to anyone who solicits contributions: Providing such information may compromise your identity and make you vulnerable to identity theft.</li>
</ul>

<p>Anyone who has received an e-mail referencing the above information or anyone who may have been a victim of this or a similar incident should notify the IC3 via <a href="http://www.ic3.gov/" target="_blank">www.ic3.gov</a>.</p>

<li>It takes the average spammer 2 and a half weeks from when they first harvest your email address to when they send you your first spam message, but that&#8217;s twice as fast as they were five years ago</li>

<p>Facebook users are being targeted by a nasty new version of the Koobface worm &#8212; dubbed Koobface.GK &#8212; that compels its victims to manually participate in creating a new Facebook account to help spread the worm.</p>
<p>The attackers are posting malicious links on Facebook wall pages enticing folks to click on a cutesy Christmas video. Attempts to play the video turns over control of the PC to the attacker, says PandaLabs researcher Sean-Paul Correll. The victim next sees a Windows warning message requiring them to solve a CAPTCHA puzzle within three minutes.</p>
